GIS TECHNICIAN Job at City of Tucson – 3.7 Tucson, AZ

Introduction

The GIS section of Tucson Water is seeking a GIS Technician to participate in various GIS projects in support of the Water Department’s infrastructure by coordinating GIS data, and information that has specific department/division or City-wide implications. The GIS Technician is responsible for all aspects of GIS data entry, associated research, and map production. GIS Technicians in this position read and interpret source documents such as civil engineering plans, plat maps, legal descriptions, and enter required data into the GIS database.

General Description

Responsible for all aspects of GIS data entry and map production. Reads and interprets source documents such as civil engineering plans, plat maps and legal descriptions and enters required data into the GIS database. This includes research, use of other Enterprise database programs such as a Customer Information System (CIS) or an Enterprise Asset Management (EAM) System.

Essential Functions

The essential duties include but are not limited to:
Updates and maintains GIS databases using ArcGIS and other GIS related software

Assists in developing and implementing GIS applications for database maintenance and map output

Generates various GIS products for engineering, planning, and research projects

Uses GIS applications to query, analyze, display, and interpret department GIS databases

Performs quality control of GIS attribute and spatial data. Converts paper and cad data into a GIS format.

Researches, reads, and interprets water engineering construction and related documents including as-built water plans, improvement plans, legal descriptions, and County Assessor records

Provides customer service by answering phone calls, responding to e-mail, investigating discrepancies, and providing information and technical advice to customers and other city departments

Utilizes GIS Software ArcMap to plot new work orders and as-built plans into GIS database

Maintains Tucson Water web-based Asset database to track work orders, as-built plans and legal descriptions

Makes use of Enterprise CIS and EAM systems, as well as other software products to perform research

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualification: Under one (1) year of experience with GIS software and query languages, knowledge of automated mapping and GIS including ESRI’s ArcGIS software, GIS relational database issues, general database concepts, theory and principles of GIS software manipulation, usage requirements and analysis of system outputs and computer system operations.

An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience in the areas listed below:

Over one (1) year of experience with GIS software and query languages, knowledge of automated mapping and GIS including ESRI’s ArcGIS software, GIS relational database issues, general database concepts, theory and principles of GIS software manipulation, usage requirements and analysis of system outputs and computer system operations.

Proficiency in ArcGIS, MS-Windows, Customer Information Systems, Enterprise Asset Management Systems, and GIS-related computer applications

Experience researching and working with Construction Plans, Service Work Orders, Service Work Orders, JOC’s, Legal Descriptions, Engineering Plans, etc.

Proficiency reading and interpreting CAD drawings

Relational database experience

Experience working with Tucson Water Standard Specifications and Details

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a virtual Oral Board Interview.

Virtual Oral Board Interviews will be held October 20, 2021 and October 21, 2021, if necessary

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. A candidate’s ranking on the Civil Service list will be based on their final score which will be calculated as:

10% of your rating for education and work experience

90% of your virtual oral board interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring within the next 6 months.
