Hydrogen Grant Manager Job at Shell – Den Haag

The Role

Hydrogen will play a pivotal role to achieve a net-zero emissions energy system by 2050. It will be increasingly important in decarbonizing the energy system, and as one of the major new business models for Shell.

Shell needs to be a first mover to make and shape the market for clean hydrogen that ultimately creates value for Shell. This approach will allow cementing the right partnerships early, capturing a disproportionate portion of subsidies to reach economies of scale and avoiding lock out of an emerging industry where economies of scale will create a significant barrier to entry.

In addition, this provides Shell with a strong option to position itself to thrive in an accelerating energy transition. Shell aims to play across the hydrogen value chain, serving mobility customer in supplying hydrogen to truck and passenger vehicles, serving industry customer in using clean hydrogen to decarbonize their processes and in producing clean hydrogen.

The Integrated Hydrogen Projects team focuses on developing and building production capacity for clean / fully renewable hydrogen with Electrolysers and blue hydrogen plants. The team is working on a portfolio of projects in the core markets in various phases of maturity. The early projects will set the course for a competitive portfolio that will have competitive unit cost and rapid development cycles through standardization and replication.

The 200MW Holland Hydrogen 1 project has recently been sanctioned for Final Investment Decision and is the next proof point in the portfolio for the scale up of technology and demonstration of the business case. The project has attracted significant funding from the European Committee and Netherlands Government.

What’s the role?

The newly established Grant Manager will be responsible for ensuring fully compliant and audit safe execution and extraction of value from the EU ETS Innovation Fund (and potential subsequent) grant(s). This requires detailed understanding of the rules and regulation evolving from the grant agreement with the EU as well as implementation of the full end-to-end integration of the grant process into processes and systems. But also, the coordination of a wide variety of knowledge dissemination activities together with our colleagues in Corporate Relations, supporting consultants and coordination with external consortia of Electrolyser developers.

The role is comprising a broad range of stakeholders and activities including liaison to the consortia and EU grant coordinator, finance and CP activities, internal process alignment as well as booking / accounting in our IT systems and the EU IT systems and auditing.

More specific responsibilities include:
Hands-on, practical execution of EUR 89mln EU ETS Innovation Fund grant for Holland Hydrogen incl. tracking and monitoring of all grant obligations. This includes setting up new systems and processes in Shell. Hands on practical execution of associated NL governmental cofounding (~15mEUR). This may include drafting of required materials such as project descriptions.

Day to day coordination and management of the supporting consultants – oversight of 1 contractor staff.

Coordination with European Union (CINEA) grant management team.

Coordination of future (>100mEUR+) Netherlands tenders for state aid – to attract subsidies under the IPCEI qualification (coordination with supporting consultants), coordination of future unidentified fund applications.

Development and assurance of a compliant and audit-trail safe execution processes integrated into Shell’s existing Requisition-to-Pay (RtP) to ensure the above execution and spending of the grant fundings

Alignment and close cooperation with multiple internal and external functions and stakeholders to enable smooth and frictionless implementation of the project HH1

Diligent documentation and audit-trail & safe archiving of all grant and audit relevant information – such as GHG savings, delivering of progress reports and milestone documentation

Coordination with external project consortia in development of the knowledge dissemination requirements of the grants, including supporting the organisation of several workshops and conferences.

Seamlessly working with the CR team on development and execution of the social media and external communications plan. (Including the development of a project website and project information)

Support in negotiations of (future) grant agreements

What we need from you?

We’re keen to speak from individuals with proven experience with finance and commercial processes and relevant background in finance/accounting. You must also show proven track record in structured, process-driven work environment requiring high level of reliability and due diligence

Excellent communicator, team player

Solid hands-on experience in day-to-day use of finance management systems

High level of reliability and diligence with sense for detail and accuracy

Number-savviness and firm Excel competencies
