Manager of Government and Public Affairs Job at Urban Peak – 3.5 Denver, CO


Under the supervision of the Chief Executive Officer (CEO) and in close partnership with the Senior Leadership Team (SLT), the Manager of Government and Public Affairs is responsible for managing Urban Peak’s (UP) public policy and advocacy agendas. This would include facilitating and supporting planning and project management and coordinating community relations, communication, and strategic partnerships.

In service of UP’s mission, this position is responsible for building and managing relationships with elected officials, community leaders, government agencies and non-profit partners to help identify and shape partnership and funding opportunities. The Manager of Government and Public Affairs has the primary responsibility for understanding the city, state and federal landscape in terms of public policy and regulatory requirements and for translating changes into meaningful directives for UP operations. This will require maintaining holistic knowledge of political systems, government subsidies and funding opportunities. This role monitors, analyzes, and promotes policy, partnership, and diversified funding opportunities that align with the agency’s priorities to ensure that all of UP’s youth have safe housing, supportive relationships and the opportunity for self-sufficiency and success.

The Manager of Government and Public Affairs will work with the SLT to assure projects and campaigns are integrated and productive. This expansive role requires knowledge of various organizational processes and grant-funded projects, as well as excellent communication and interpersonal skills to collaborate effectively with all staff, clients, board, and external partners. This role will also carry out additional duties as assigned.

This position will ensure that interactions, interventions and environments at UP are trauma-informed and emphasize the physical and emotional safety of youth and staff.


Policy and Advocacy

§ Advocate for youth served by UP by coordinating with local, state and federal coalitions serving homeless and runaway youth.

§ Monitor pending legislation and regulations that could impact issues surrounding youth homelessness; develop contacts within and that influence legislative and rule-making bodies; identify and lead appropriate agency action to advocate for UP and the interests of the youth it serves.

§ Act as a thought leader and represent the agency’s point of view on issues impacting youth experiencing homelessness by identifying and participating in speaking, publishing and presentation opportunities.

§ Promote UP’s services and potential services with key policy stakeholders throughout the community.

§ Coordinate and provide expert testimony and education as needed.

§ Coordinate with the Director and Assistant Director of Programs to inform the Board of Directors and Program Committee on the state of Runaway and Homeless Youth policy and practice at a local, state, and federal level, including providing reports and updates as needed.

§ Provide leadership and advice to the CEO on strategic planning, partnership and coalition development and emerging funding other resource opportunities to ensure the success of the organization.

Community Relations & Communications

§ Coordinate with community leaders on the issue of youth homelessness in alignment with UP’s strategic goals and priorities.

§ Collaborate with other organizations to ensure projects are culturally appropriate and trauma-informed, maintain positive relationships, and present the organization in a positive light.

§ Develop and enhance community relationship-building and staff/client ambassador programs to help promotion of UP.

Strategic Partnerships

§ Collaborate with the SLT to identify and pursue new, diversified and innovative funding sources and partnerships.

§ Support the CEO in cultivating and maintaining effective relationships with public funders, stakeholders, collaborating agencies, and other community organizations.

§ Establish and maintain strong connections and working relationships with local, state and federal government representatives to generate funding and other resources to fulfill the mission.

§ Establish positive working relationships and cooperative arrangements with community groups and organizations.

Monitoring, Management & Oversight

§ Consult with programs, development, operations, and finance teams to provide input on relevant local, state and federal developments in public policy and rulemaking and seek feedback on strategies to improve the legislative and regulatory environment for UP and youth experiencing homelessness.

§ Work with programs to develop strategies for gathering input from UP youth about how they are impacted by government policies and procedures as well as the homelessness service landscape in the region.

§ Work closely with SLT to support their understanding of governmental systems and ensure external policy changes and funding requirements translate appropriately into internal systems.

§ Maintain knowledge of government revenue sources (including funding criteria, service eligibility, conditions, compliance, etc.) and coordinate with SLT to ensure that grant opportunities and funding criteria are current and understood.

§ Advise the CEO on regulatory aspects of agency services, and ensure the agency complies with all of the regulations pertaining to services rendered, and facilitate interaction between the agency and government offices and personnel to incorporate and update organizational policy in accordance with governmental standards.

§ Advocate for the agency’s future by understanding potential funding strategies including, but not limited to, supporting the Mothership redevelopment at the Shelter.

§ Maintain current knowledge of issues and practices involving human services and disenfranchised populations.

§ Support the CEO in setting policy and provide advocacy through education, expert testimony and otherwise.
